About the Workplace
The National Border Police Unit is part of the National Operational Department (NOA) and currently consists of 185 employees, responsible together with the regions for the national border police operations. The unit consists of a unit office and four sections: the section for border coordination, the section for strategic governance and development, the section for passenger analysis, and the section for enforcement coordination. The unit's operations are an important part of the Swedish border police and, together with the regions, make Sweden safer through border controls and crime prevention work.
We are looking for a group manager for the section of border coordination located in Stockholm/Kungsholmen. The section consists of about 30 employees and is responsible for the National Coordination Center (NCC), which is a joint coordination center with representatives from the Coast Guard, Customs, and the Police Authority. The section will also establish the national unit for the upcoming EU joint system for travel information and travel authorizations (Etias).
The Role of Group Manager for NCC Coordination
You will work closely with the group managers of the other two groups within the NCC to drive and develop the work. The areas of responsibility within the group include Empact human smuggling and Empact administrative approach, as well as coordinating operational matters together with the police regions, Coast Guard, and Customs. The group includes both case handlers and the section's operational coordinators.
The work as a group manager is based on actively contributing to the development of the crime-fighting system so that the border police become an important and natural partner both within the Police Authority and also within Customs and the Coast Guard. The group manager, in collaboration with other units at NOA and the National Operations Center (NDC), will identify coordination needs and work to ensure that coordination of proactive and reactive matters occurs from a holistic perspective with the problem in focus.
The group manager will create conditions for operational work aimed at achieving operationality and effectiveness. The group manager also has the task of acting as the unit's operational coordinator. Furthermore, they will be responsible for developing and establishing existing national forums for information sharing within the border police and linking these closer to other operations.
They will also participate in relevant international forums, at NOA's operational forum, and in the unit's operational management forum.
The border police's crime-fighting mission is under development, which means that tasks may change over time. Travel, both domestically and internationally, will occur in the position.
As a group manager within border coordination, you report to the section manager and are part of their management team, where you together are responsible for ensuring that assignments are carried out and for driving the agency's change and development work. You have particular responsibility for your group's operations within the border coordination area and its results. As a group manager, you represent the entire Police Authority both internally and externally and work to strengthen trust in police operations.
Since the role of group manager also includes the role of operational coordinator, it involves many points of contact, and we see it as a given that you collaborate with others smoothly to achieve common goals.

Qualifications
This is an opportunity for you who have:
- Swedish police exam in accordance with the Police Ordinance (2014:1104)
- At least 1 year of continuous experience working as a supervisor, project manager, or similar in the last three years
- Professional experience from relevant tasks/areas for the position
- Experience participating in relevant change and development work
- Very good knowledge of Swedish and English, both spoken and written
The position requires Swedish citizenship.
We consider it advantageous if you also have:
- Been part of a management team or equivalent management forum
- Worked in connection with NDC/RDC (regional operational centers)
- Recent experience as an operational coordinator or in a function that can be assessed as equivalent
- Experience and good competence in the border police area and work against cross-border international crime
- Experience in leading others towards set goals and results
- Experience and good competence in internal collaboration broadly within the police organization and collaboration with other authorities outside your own organization
- Management and/or leadership training for direct, indirect, and/or strategic levels
